A legal issue is raised that government has set itself up as God
for to be worshiped as did the former empires of the Romans, and the
Egyptians that were known Biblically as the House Of Bondage.
When a government sets itself up as the "establishment of religion"
(law.cornell.edu) such as to ban the Ten Commandments and such
as to ban prayer, then it has established itself as "religion" and over
each and all religions and faiths including what a person is allowed
to think.
Catholic historian and politician John Acton coined the phrase:
Absolute power corrupts absolutely.
Rather the key now is that government needs to best recognize the
higher powers of God without putting the government of this world
over the "higher", therefore "to best recognize" hardly according to
the former test of faith, rather to test and solve the faithless and the
